Real Decreto por el que se desarrollan las obligaciones de información establecidas en la disposición adicional segunda la Ley 5/2009

La Directiva 2009/29/CE, de 23 de abril de 2009, por la que se modifica la Directiva 2003/87/CE para perfeccionar y ampliar el régimen comunitario de comercio de derechos de emisión establece, en su artículo 9, que a partir de 2013 el techo de asignación comunitario se determina partiendo de la asignación media anual que se aprobó en el conjunto de los Estados miembros para el período 2008-2012. Se parte del punto medio de dicho período y se reduce anual y linealmente un 1,74%.

Preliminary draft regulation for a California cap-and-trade program

Under State law, California must reduce greenhouse gas (GHG) emissions to 1990 levels by 2020. The AB 32 Scoping Plan calls for a California cap-and-trade program that links with other regional partner jurisdictions in the Western Climate Initiative (WCI) to create a regional market system. As such, cap and trade is one of the key measures that California will employ to reduce the State´s impact on climate change. As adopted in the Scoping Plan, the cap-and-trade program would establish a cap covering about 85 percent of the State?s GHG emissions and allow trading to ensure cost-effective emissions reductions. The cap-and-trade regulation will set up the framework and requirements for participation in the cap-and-trade program.

This report focuses on activities by Koch Industries and its affiliates, as well as the family- and company- controlled foundations which fund organizations that spread inaccurate and misleading information about climate science and clean energy policies. Included is research on the company and the Koch brothers, two of the top ten richest people in the United States. The Koch brothers own the corporation and control its political spending. Also included are newly compiled funding connections from Koch foundations to a vast array of conservative and libertarian organizations and front groups. The report documents the Koch-funded funded groups? actions and the Koch legacy of climate denial and obstruction of environmental policy.

Communicating on climate policy engagement

Public policy engagement has rapidly become a crucial aspect of reporting on climate change. While reporting on direct climate impacts and on risks and opportunities remains important, environmental advocates and other stakeholders are calling on companies to demonstrate how they are playing a role in climate policy development. In response, a growing number of companies are reporting on their climate policy engagement efforts, and emerging third-party measurement frameworks are providing a basis for comparison.
